U.S Civil Servants Training System And Its Inspiration

The competition among countries is in human resources ultimately. The competitive advantage of nations depends on the high quality talents who have advanced scientific technology and creative abilities. If the CPC and government want to improve their governing and leading capacity, we must strengthen the cultivation of human resources. Only establishing a team of professional civil servants with high qualities, we can have a first-class governance and enhance our governing and leading capacity. The training of civil servants is an important approach to strengthen the capability construction of Civil Servants and the key to strengthen Civil Servants' ability to compete and to construct a strong government.Recently, following the development of the situation, our country stresses the training of personnel and Civil Servants, carries out active exploration and practice to system construction and theoretical study of Civil Servants'training, and makes some progress. Compared with western developed countries, our national civil service system is implemented later, and Civil Servants'training has many defects in system construction, training methods, curriculum designing and training evaluation. Therefore, we must study the training system and modes of Civil Servants of developed countries and get some beneficial enlightenment and lessons to reform and improve our Civil Servants'training.This paper takes American Civil Servants'training as research subject. It is because this training system has so far proven relatively successful. Then it will discuss the background, laws, training institutions, different kinds of training, training contents and training evaluation of American Civil Servants'training system, extract some valuable ideas for our country and put forward some policy advice to improve our Civil Servants'training.
