It realizes the change of the idea in the area of fire protection.There exists consistent problems, during the realization of the new Administration Law of Fire Protection, between the socialization of the system of Fire Protection Responsibility and current administration system, the new idea of Administration Law of Fire Protection and the old idea kept in mind among the civil services of the Fire Protection Administration, the idea of equal protection between the city and country and current organization setting of Administration of Fire Protection. In order to solve these problems, one should break the drawbacks of Legislation of departmental benefits, speed the giant department system reform, refer to the experience of law system of Fire Protection of the abroad, construct the publication of Fire Protecting information system, establish the Organic Law of Fire Protection, systemize the behaviors of the subjects of fire protection and introduce the effective institutions of training and evaluation for the civil services of Fire Protecting Administration.
