Along with the enhancement of citizens'social conscious and the advancement of restructuring of government administration, the amount of Non-Governmental Organizations (NGO) has become more and more and has been playing a more and more important part in various fields in the society. The relationship between NGO and the government is not balky. It will show up new phenomena under particular background of the times. This article takes one of the typical cases that the author collected in the post-disaster reconstruction of 5.12 earthquake—volunteers coordinating office in Zundao Town of Mianzhu City (hereinafter referred to as coordinating office)—as an example, and studies the relationship between NGO and the government through further analyzing that case. And the author hopes to provide a new thought to study the relationship between NGO and the government in China.This article takes the relationship between NGO and the government as the main string, firstly demonstrates the changes in the real relationship between NGO and the government through clearing up the relative concepts and theories of that relationship with the narration method of "procedure—event" to introduce the case. Then the author brings in the concept of legality, and further analyzes the case from the perspective of the legal influence of the relationship between NGO and the government; the author points out that it is the precondition of the cooperation between NGO and the government that NGO guarantee its political correctness, while the administrative legality is the approach that can exist with legal identity and protect its lawful rights and interests. Legality can influence directly the existence and development of NGO. Besides, according to the analysis on the dependent cooperative relationship between NGO and our government, the author puts forward that we can construct a new type of cooperative relationship with Chinese characteristics, to realize the long-term development of NGO and the government reform. At last, the author brings forward some operative suggestions and countermeasures based on the analysis on the issues of constructing the new cooperative relationship from the two perspectives of NGO and the government.
