Current in our country, the characteristic of the system design is the dual management system, which caused some obstacles to the full development of non-governmental organizations, therefore, if make the ngos can give full play to its positive role, improve the public service system, realizing the effective governance of the social problems, will the government provide convenience for non-governmental organizations in the system design, the open policy and the legal system, provide institutional guarantee and support for the development of nongovernmental organizations(ngos), and implement the supervision of ngos.
