In the complex, changing, and will also be long-standing the network political environment, a new form of mobilization-the Internet Political Mobilization, will be a great threat to the country's sovereignty security and social stability. In particular, the threats of "three forces", had shown the use of the Internet platform to start "Internet Political Mobilization" in 7.5 Xinjiang Urumqi Riots, which made a great harm to the national, social, and people.Responding to "Internet Political Mobilization" threat is the capacity of the Government's "soft power". The study of "Internet Political Mobilization" threat is emerging, both at home and abroad, especially the way of study the government response to "Internet Political Mobilization" threat, have to change from the theory level to the operational level. The article focuses on the conception of "Internet Political Mobilization" and its classification; The causes and manifestations of "Internet Political Mobilization" threat; The process of "Internet Political Mobilization" threat and the Government how to do; Constructing a crisis management cycle phases model based on the continuing two-way interaction "Internet Political Mobilization" threat model, and used the7.5 Xinjiang Urumqi Riots as a specific example, compared and analyzed the "crisis cycle phases model"; Putting forward the strategy of how to deal with "Internet Political Mobilization" threat by the Government, and using the Metagame theory model to simulate and prove the strategy.
