Practice And Perfection Study Of Community Correction System

Community correction, as a non-confinement penalty policy, has been internationally applied. Penalty execution and social work are the dual nature of community correction. General precaution and special precaution are achieved through punishing, helping and educating the offenders. Community correction reveals humanism and justice, so it has a remarkable social and economic worth. Our country started to execute community correction policy experimentally in 2003. The local and foreign community correction policies are analyzed and compared in this dissertation. The conclusions show that there is still a wide gap between the developed countries and our country in several aspects, such as correction conception, lawmaking, correction implementation, etc. In order to improve the community correction system in our country, some suggestions are presented as follows: (1) Using the foreign advanced experience for reference; (2) Updating correction conception and nailing down the subject of community correction; (3) Implementing some advanced correction project such as 'home imprisonment' and 'midway home'; (4) Establishing a reformed correction evaluation system. Certainly, it's also very necessary to promulgate relevant laws and regulations for the legally and regulated execution of the community correction.
