The worldwide revolution of penalty institutions need the most effective ,humanistic and civilized ways to resolve the Problems of crime and offenders,Community correction is the mean fit for the revolution. In order to meet the international situation,"the Notice On Developing The Community Correction At Selected Points"is transmitted in 2003, therefore, the work of community correction has been booming in China, and in 2011," according to the law implementation of the community correction " written into criminal law. But criminal law of community correction is made only simple rules,and community correction is still new in China, undoubtedly,there are some problems existing in the development of community correction in China, which cannot be neglected and should to be further studied, consistently corrected and hopefully perfected. So, I choose this hot topic, with community correction work in Yueqing, and analyze the problems of Community Corrections to improve our community correction system.Besides the introduction and conclusion,the main content is divided into four parts.PartⅠ:Basie Theory of Community Correction. This section introduces the concept of community corrections, basic characteristics , theoretical basis and the development of our community correction;PartⅡ: Defect of Theory and Problems in Practice about Our Country Community Correction. First analysis the restriction of the dilemma of our country community correction. The main problem exists in the theory and practice, using"more attack, less execute" criminal justice policy, and lacking of legislation. Then particularly analyze the main facing problems of Yueqing community correction. The main problem as follows: with low social identify undefined executive agent, insecurity of working procedure and unscientific of management, etc.PartⅢ: Optimizing The System of Community Corrections Reflections. Mainly put forward methods to improve community correction in China in the light of present problems, consist of concepts,consciousness, legislation and application, I wish I could provide some suggestions establish our system of community correction.
