A Study On The Problems Of Delicacy Management For Economic Investigation Police Service Of Public Security Department In Hunan

Along with the police service reform for the public security department in our country, the delicacy management increasingly gains public attention, as an effective management tool in the field of modern management. As a new department in the public security department, the economic investigation departmen'ts achievement includes three aspects, economical, social & political one, as well as in two levels, macroscopic & microscopic one. It is difficult to measure the elasticity of police service management's goal and the police service production, which brings the police service achievement measurement and appraisal some certain difficulties. Because of this, the delicacy management has received the enormous value in the Western country. Domestic enterprises take the lead to introduce it to China, and now the delicacy management has being gradually spreading from tax department, bank system to public security department and other government departments. It is necessary and the feasible to develop economic investigation police service delicacy management. However, since at its initial stage, the delicacy management for economic investigation in public security department has many problems, which consist in management system, organization, procedure and methods. Thus we need to use the western country's and enterprises'advanced experience for reference, combining with the public security department's special situation, and unceasingly consummate it in practicing. In recent years, the Hunan provincial public security department has devoted in the research which explores the scientific and effective mechanism for police troop management. Many measures were taken to stimulate policeman's professional sense of responsibility and the potential abilities, such as the system of Position responsibility, Management by objectives and Delicacy management pattern. This research is based on years of practice achievements of public security economic investigation police service management work in Hunan Province. In this research we take the modern delicacy management science as theory support, obtain from the position analysis, extract inspection essential factor, deduce reasoning project importance, optimize appraisal standard and evaluate ability level coefficient. Many efforts were made to reach the scientifically rigorous and logically closed results. Breakthrough has being made in operating principle, content and method, which are different from traditional pattern, to explore and develop the new domain of economic investigation police service management mechanism.
