Professional Educational Development And Restructuring Of Police Educational Mode

Currently, with the fast social and economic development in our country, the public order has changed deeply accordingly so that it is very urgent to promote the restructuring and execution of modern policing mechanism to satisfy its needs.The modern policing mechanism ranging from criminal justice to administrative management, from police management to public relation requires that all policemen possess necessary professional ability to support and ensure its function. To strengthen police education is a key approach to improve the police's professional ability. However, for a long time, our country copied the models of police training of both former Soviet Union and other East Europe countries or imitated the modes of ordinary high learning, both of which engage in diploma-oriented education and put emphasis on pre-professional education and theoretical learning, thus ignoring the building of lifelong police educational mechanism and weakening the cultivation of their required professional ability. As a result, the policing characteristics are lost and educational mechanism lags behind. Even though some regions have made attempts to reform, on the whole, the police educational system has not yet taken shape. Meanwhile, professional education has received more and more attention of the whole society, the consideration of the attribution and development strategy of police education have led to re-survey, reflection and the existence of new concepts. It is now time to restructure the police educational modes.This paper based on the modern policing and the development strategy of professional education in our country starts with probe into the relationship between professional education and police education, analyzes the characteristics of professional education and its attribution, and explains the new requirements of modern policing for police education by full understanding of the social and economic development, the modern policing activities, the theory of building study-oriented police organization, and comparing and researching advanced world policing education. While describing the history of the police education in our country and analyzing the main shortcomings of current police education, this paper advances the basic measures to re-build the police educational mode in the way of concepts, objectives, principles, standards etc. Furthermore, this paper puts forward suggestions for the new police educational administration system, mechanism, second-diploma-oriented police education, lifelong education, teaching and training modes, building of teaching staff etc.
