Research On Government Regulation Reform Under The Background Of Building Service-oriented Government

Government regulation is one of the effective and fed up with distupe management tools. Regulation is widely concerned, this is not only because its essential coerciveness which has huge sanction over wide range of people, but also because it involves extensive social welfare concerning people's life safety and health, environmental pollution and ecological balance. Especially in the background of building service-oriented government, higher request has been put forward to regulation. But the current government management system has not been straightened out, resulting the intensification and failure of regulation exist at the same time, and this require us to reform regulation.Firstly, this paper introduces the definition and general theories of regulation, including public interest theory, interest group theory, cost-benefit analysis theory, the incentive theory and competitive market theory of regulation. We can study these theories as reference during our reform. Then summarize the situation of Chinese government regulation reform. China's regulatory reform has made some achievements in optimizing regulation functions and law. but there are also many problems, such as regulation "offside" and "lack" coexists at the same time, there are still blind spots in regulation law. the low efficiency of regulatory agency, the rent-seeking behavior in regulation, etc. These problems required regulation reform. In the background of building service-oriented government, the regulation reform is not only simply deregulation, but also readjustment of methods, range and system in new institutional environment, is a kind of adjustment process. The service-oriented government requires regulation to be legal and constitutional, to have their own programs, higher transparency and publicity, to pursue effectiveness and establish perfect responsibility system. All these requirements ask us to strengthen regulation reform in content, way and subject: clear the range, limit regulating way. introduce incentive regulation, strengthen institutional construction and supervision of regulation, strengthen the citizen participation, etc.This paper starts from the argument of whether to cancel or reform regulation on the background of building service-oriented government, innovatively points out that we should reform regulation to service our socialist construction, and puts forward some proposals of regulation.
