| As is known to all,freedom of speech is granted by the constitution as one of the fundamental right of citizens.It is the most basic symbol of the combination of legal institution,freedom and human rights demanded by modern society.With the advent of the era of Internet,network has brought freedom of speech a brand-new platform of expression.The special characteristics of the virtual network such as its equity,openness,convenience and anonymity have expanded the space of expression.However,while enjoying the convenience brought by the internet,people also suffer from it.The internet is crowded with pornographic and violent information;Human flesh search engine has violated citizens’ right of privacy and reputation;Internet violence incidents emerges in endlessly and incidents endangering state security and social stability happen frequently.Therefore,we should understand that the network freedom of speech is a double-edged sword.We must on one hand protect this hard-won right,on the other hand restrict its adverse effects.This paper is intended to analyze the necessity of government regulation of freedom of network speech,describe the interaction between government and citizens’ network expression under the ideal mode of service-oriented government with the rapid development of internet.It explores the present situation,dilemma absence and excess of measures of government management in terms of network speech freedom from the perspective of public management.At the same time,this paper offers several solutions to the problems under the concept of service-oriented government,seeks the balance between government protection and regulation of network speech freedom and forms a good interaction between government and netizens.Therefore,our government can reasonably and effectively regulate network environment and provide citizens with a good network space of expression,as well as construct the serv ice-oriented government and harmonious society. |
