In modern society, with the popularity of the Internet and the media's increasingly development, the media factor also plays a vital role, which in a few decades ago are not been recognized.At last, the thesis tries to establish a four-dimensional model based on the value, the system the culture and the solutions. The solution, which is integrated into a response packet, is based on the values, systems and the culture from the police, mass media and the public perspectives.By using relevant theories, the paper tries to build a police image crisis prevention tool kit based on a four-dimensional structure and hopes it could be applied as a practical guide. Application Practice proved that the proposed countermeasures kit has helped organizations to improve the system, strengthen the sense of crisis as well as to improve relations between the police and the mass., which achieves the goal of research.
