On The Safety Of Chinese Citizen Overseas And Chinese Consular Protection

Since reform and opening up, Chinese citizen began to pour out of the country. These people do business, study, work and settle in other countries. They bring many foreign exchange earnings to China but also bring enormous stress to the Chinese Consul Center. Because not all the world is at peace and a large base of citizen go abroad, which bring the damage to their civil rights when the events happens.These events are mainly about non-traditional threats, including terrorist attacks, armed kidnapping, the Chinese Exclusion Case, criminal and so on. All those events give a grave threat to their personal safety. This paper hopes to give an analysis of Chinese citizen overseas security status and consular protection, in order to provide a solution for it. Overseas citizen security incidents are usually sudden, harmfulness and international. With crisis management approach to guide the settlement of overseas emergencies is beneficial to supplement previous methods.Chapter I analyzes the crisis management and the meaning of consular protection, and explains the relationship between the crisis management and consular protection. Crisis management, as its name implies, for the implementation of the management of emergencies, limits the crisis to a minimum degree of harm with other active remedial measures. And consular protection cases are almost crisis cases. It is difficult to deal it with a high degree of complexity. The best way to resolve the crisis is to adopt a means of crisis management.From a global point of view, chapter II analyzes the risk sources of the Chinese citizen overseas, which are mainly from the political, economic, cultural and social factors as called PEST analysis. Through analysis, we can clarify elements of the safety of Chinese citizen overseas. Those analyses pave the way to understand China consular protection system.Chapter III outlines the basic consular protection situation in China. Referring to the main case studies, we finally understand the Chinese consular protection mechanisms. Come to the conclusion that China's consular protection mechanism still exists some issues, such as less consular employees, backward consular protection legislation, limited operational means. Chapter IV takes the example of "withdrawing Chinese people in Thailand" for understanding consular protection. The paper will give a comprehensive analysis of consular protection with the real case. Chapter V presents the reform of China consular protection is urgent and then from the perspective of crisis management to rebuild Chinese consular protection mechanism.Finally, we get the conclusion that, with the enhancement of China's national strength, Chinese consular protection system will be improved and the safety of Chinese citizen overseas will be more secured.
