Study On The Government Functions In The Pension Service In Shanghai

Recently, population aging has become the common issue which the world has to face. In China, Shanghai is the first city to step into population aging. The growing rapidly population aging is an important sign of economic development and social progress. However, it also causes great challenges, at the same time, especially to the change of traditional way of pension services. The current issue that the government and society have to face is that the problem how the pension service to be effectively carried out for the aged. The government must take up the leading function in pension services. This dissertation mainly investigates the present situation of the role that Shanghai Municipal Government is playing in pension services, analyzing the problems that exist in the process of fulfilling the functions of services for the old. Based on the analysis, we give some advices on how the government should play a leading role in pension services to further improve the pension service system in Shanghai.The thesis is composed of four parts to study the Shanghai government's functions in the pension services.Chapter one firstly introduces the background of the thesis. Secondly, it analyzes the current status at home and abroad which includes the theoretical origin, the diversification of the forms of pension services and the government functions exertion in the development of pension services. Then the passage introduces the research methods in brief. Furthermore, it describes the concepts which are related to pension services and government functions. Finally, it explores the meaning of pension services and government functions.Chapter two studies the current situation of pension services in Shanghai from three aspects: the population aging, agency-pension service and home-pension service in Shanghai.As the focus of this thesis, chapter three particularly analyzes the government functions in the current situation and existing problems of Shanghai's pension services from the following aspects: the pension services system, the regulations and policies, the financial investment, the regulatory system and the process of socialization of the pension services.On the basis of the previous chapters, the last chapter brings up several countermeasures and suggestions availability on how the government plays a leading role in the field of pension services in Shanghai and to improve the pension service system. The countermeasures and suggestions includes improving relevant laws and regulations, promoting the diversification of pension service model, increasing more financial investment; strengthening the supervision of pension services, the introduction of competition mechanism and promoting the industrialization of the pension services as well as speeding up the socialization process of pension services under the guidance of the government.
