Along with the continuous development of market economy, China's reforms of state-owned enterprise have made advances, but it has many problems. State-owned enterprise'reform advance in from the ancient to the present, it has became an important task to how to resolve the leaders'selection and appointment from mechanism. To select the excellent leaders for state-owned enterprise, it has become an important step of the state transferring system. Nevertheless, the status quo for leaders'disposition and regulation on selection and appointment of state-owned enterprise in China, not only not accommodate asks of the competition, but also go ill with the reform and development of state-owned enterprise. The reform of state-owned enterprise is a good method that state-owned enterprises redeem competing power and get rid of puzzle. The innovation of leaders'regulations is an important element whether to be achieved, its kern is to build up a normative selection and appointment of leaders. In long time, the regime was adapted the"factory director responsibility system"in leaders'selection and appointment .In the drastic market competition, this regime appears the severe time-lag and affect the development of state-owned enterprise in China. Because of them, it must have a reform in the regime of leaders'selection and appointment, and draw up a scientific leader'selection and appointment institution.Nevertheless, it is worth speculating to us how to resolve the leaders'selection and appointment from mechanism. At present, we want to establish full-blooded leaders'selection and appointment regime, we must integrity it's the law system. There are no concrete define in the correlated laws such as company law .All of the clauses have little operability. The macroscopic clauses have many faults. They are adverse to state-owned enterprise's development.Our country at present still used the way that is the administrative organ direct inspection assigns enterprise leader, under the market economy, this way serious hindrance state-owned enterprise to grow strong. In the intense market competition, the way that we should use is to assign the mechanism to take the market as the leading state-owned enterprise leader, persists " principle for CPC in charge of cadres", like this, not only enable the enterprise to have the vigor and the market competitive ability, but also enabled the government to be able to carry on the surveillance to the enterprise manages, and more advantageous to our country state-owned enterprise's development.In this article, what author must elaborate is in persists " principle for CPC in charge of cadres ", how the enterprise take the market as the leadership, selects a excellent leader to manage the enterprise, lets the state-owned enterprise in the difficult position freedom difficult position at present, adapts the market economy's intense competition, thus true grow strong.
