Research On The Problem Of Policy Implementation Of The Government Information Disclosure

Government information disclosure, which has become a tendency of administrative development as a significant symbol of democracy. The commencement of Chinese policy implementation of government information disclosure is not earlier than other western countries, but we can use overseas' successful experience for reference to facilitate our policy implementation system with advantage of win by striking only after the enemy had struck. After entering WTO, combining Chinese system with global system is an essential request, and thereby, Chinese can set a good national example. On the other hand, it is necessary to change governmental function further and boost process of administrative examinazation and approval institutional reformation recently.Policy implementation of government information disclosure has an important meaning, which is a vital embodiment of serving for people with heart and soul. Government information disclosure safeguard citizen's right-to-know or right-to-participate and restrict irrational power exertion, and that avoid obscura operation and relevant corrupt phenomenon. In a word, information disclosure make for maintenance of citizen's rights, construction of peaceful society, development of Chinese Communist's excellent tradition and society's self-Consummation.In theory, some famous western scholars such as David M.Lampton, A.Doak Barnett, Lucian Pye, Susan L. Shirk are fond of researching Chinese policy implementation, though they analize deeply without basing on policy implementation. In recent years, national scholars approve of this policy extremely and gain some academic achievement, but the majority of the fruit are based on policy constitution. Based on policy implementian, this dissertation is made to carry out research on government information disclosure by combining normative research and empirical study.This dissertation is made up of the introduction and three main parts.In the introduction, the origin of subject and significance are clarified and relevant concepts are defined; researching achievement of international government information disclosure are described; the main research method and writing framework are stated, and the innovations of the dissertation are specified.In the first part, the situation of national policy implementation of government information disclosure has been stated.In the second part, firstly stating the problem of policy implementation of government information disclosure, and then combining practice of Hubei province and typical case as an accessorial example. Secondly, taking advantage of relevant theories of policy implementation to analize reasons.In the third part, the writer attempt to come up with optimum approach according to the difficulties of policy implementation of government information disclosure.The innovations or characteristics of this dissertation are shown as following:Firstly, according to limited resource, probe into optimum approach for difficulties of policy implementation of government information disclosure, and offer reference to poliy implementation.Secondly, an attempt in this dissertation is made to carry out research on policy implementation of government information disclosure by combining normative research and empirical study. And thereby make researching content convincing.Thirdly, this dissertation combines theories with practice perfectly, and the writer makes an attempt to put forward optimum approach of policy implementation of government information disclosure.
