Freedom of speech is an important constitutional right,and also regarded as the first citizens' right.The rapid development of the Internet greatly expands people's speech space and enhances the freedom of speech.How to protect the freedom of speech full of vigor without leading to new social conflicts is the issue of this article.First,the article analyzes the significance for the socialand the individual person brought about by the network freedom of speech.In view of the fact that the network freedom of speech used excessively brings more and more problems,the second part of this article analyzes the concrete boundary emphatically and the conflicts which is brought by the network freedom of speech.Overstepping its limits is the reason why the government carries on the rules and regulations to the network of speech.But the rules and regulations cannot be at will,otherwise they will be the suppression to the network freedom of speech.Therefore, the third part proposed the regulations of the freedom of speech,and then analyzed the approaches,the conditions and principles of regulations.Finally,after detailed analyses, this paper pointed out the problems of safeguarding the network freedom of speech in our country and put forward sound proposals.
