Research On Organizational Structure Of The County-level Government In China

The county-level government is the most stable in local governments of China。In every tier of governments,the county-level government plays an important role in the China's political system。As a basic government of China,the county-level government faces the public directly。It is the most complete local government on organ and function which links higher and lower tiers,that connects the urban and rural areas。The quality of the function implementation of the county-level government is directly related to the society's stability,economic development,improvement of the people's living standard,the building of well-off society and the maintain prolonged stability of the whole country。So that,the reform of county-level government is vital in China's administrative restructuring。Organization is the carrier of the function implementation。It affects not only the improvement of administrative efficiency,but also the implementation of government functions。The organization structuring is an important part of organization reform and an organizational guarantee to eliminate overstaffing and inefficiency。The reasonable organization structuring of the county-level government makes a direct impact on sufficient function implementation。At present, the phenomenon of unreasonable and irregular organization structuring in the county-level government is extremely conspicuous:the random organization structuring,the unclear responsibility,a bloated size and unwieldy organization with overlapping functions and serious overstaffing,low efficiency and so on。Therefore, standardizing the structuring at the county-level government can guarantee the promotion of efficiency and effect functions implementation of the county-level government。From the perspective of organizational structure theory,this paper elaborated genaral features of organizational structure and the characteristics of organization structure of China's county-level government,analyzed all kinds of problems existed in organization structuring of China's county-level government which constrained the change of government functions and affected the improvement of administrative efficiency。Based on the analysis of the existing problems and reasons,the article presents the reform measures of organization structuring of China's county-level government。...
