County government is a basic-level government with integrated configuration of organizations and functions. It acts as a connecting link between the central government and local people, and between cities and countryside. Its performance has direct influence on county economy development, people’s living standards, construction of a well-off society, and even the country’s long-term stability.County government plays an important role in the administrative system of China, and therefore a reform is imperative for county government’s development. A new design of government organizational structure is of great significance in the entire administrative system reform. It helps to eliminate such problems as overstaffing, overlapping of functions, unclear definition of responsibilities, and inefficiency. Typically, whether a county government with comprehensive organizational structure can perform its full value depends on a reasonable organizational design. However, the current organizational design of county-level government is inappropriate, with common problems such as willful addition of agencies, unclear definition of responsibilities, complex structure, overlapping of functions, and overstaffing.Focused on the organizational structure theories, this essay takes a county-level city Z as the object of study. First of all, according to the request of building "a service-oriented and protective small government", this essay dives deep into the situation of the governmental organizational design on the processes of the previous institutional restructurings based on the researches on the background and significance of the organizational design of the county-level government and the domestic and foreign opinions in this field. Then, through interview and investigation, it clarifies the problems and causes within the governmental organizational design of city Z. Thereby, the reform measures, which include transformation of government functions, optimizing the organizational structure, promoting personnel shift, optimizing the personnel structure, professionalizing the governmental personnel and strengthening the control of the organization, of the city Z, and all those county-level cities of this sort, are clear and definite. The implementing of the above six measures is of great benefit to enhance the administrative efficiency of the county-level government, and ensures that the functions of the county-level government will be effectively implemented, and the "small government, big society" system will gradually come true.
