Township administrative system is the most grass-roots level in China. Under the guidance of the governance concept called "harmonious society" and the new country strategy for rural construction, the rural grass-roots political regime has gained more and more attention. The situation of township civil servants status has a direct impact on the implementation of the national legislation and policies in rural areas and the development of local economic and social. Particularly after the " Civil Servant Law" was implemented, it has become a current important issue that how to improve the township civil servants team by modern human resources management theory, which has also called high attention from party committees and governments at all level. As a new content and modes in modern human resources management, Career Development is able to overcome many weak links on the management of the civil servants currently, which may achieve the harmonious development both in public organizations and civil servants themselves. What's more, it can be used as a new concept, carrier and direction in township civil servants management.In this paper, some modern human resources management theory, mainly career management theory, is used to analysis and study the establishment of township civil servants career management system in Wenzhou City, Zhejiang Province. The content is divided into six main parts: the first part describes background, meaning, content and methods of this research. On the second part, some related concepts about career management, theories and classic experience from foreign civil servants career management are introduced. The third part analysis features, influencing factors and reasons of township civil servants management in Wenzhou at the present stage. Partâ…£establishes the basic principles and structure of the township civil servants career management system and designs the related system.Partâ…¤gives some specific implementation measures and steps. A conclusion and certain prospects are on the last part.The writer hopes that this paper can inspire other great views and provide certain references to improve the management of the township civil servants in Wenzhou City, as well as parts of the party committees and governments at all levels in other areas.
