"North Korean Missile Issue" And The Adjustments Of Japan's Defense Strategy (1993-2007)

After the Cold War,the possibility of the outbreak of global war greatly reduced.However,at the same time,regional conflicts and conflict in international politics has become the main manifestations of the war.The form of regional security in Northeast Asia is one of important part of the world's security forms,which has a great impact on the regional security and global security.The international relationships in the area have become the focus on the global stage.Particularly the Korean peninsula's geo-strategic importance is obvious to all major powers.The relationships' development and changes between North Korea and the other major powers of the area also become the important content of the global international relationships and,to some extent decide the development trend of the area's international relations.As the emergence of the North Korean nuclear issue in 1990s,the surrounding big powers gave a strong reaction and controversy on the issue.At the same time,the North Korean missile problem also emerged at the center of international society's vision,and launched scholars and politicians' research and Discussion on the problem:mainly including the history of the North Korean missile problem,the domestic and international environment of the problem;Development and the substance of the problem,and solve channels to the problem.Major Powers have made different responses and actions on North Korean missile problem, however,Japan's responses and actions are the most prominent to the problem.Japan's political circles,academia,the media whipped up the wave of "North Korean missile threat",and frequently stands tellingly the position of the victim of the threat in the international community, believing Japan to be necessary to appropriate countermeasures to deal with this threat.These theories and public opinions pave the way for a series of adjustments of Japan's national defense strategy,including:on the law side,the adoption of a new "National Defense Program Outline", the signing of the "Japan-US Joint Declaration on Security",modified" Self-Defense Forces Law "and change the meaning of" Constitution";on the military side,research and deploy ballistic missiles,join and implement US' s TMD,send troops overseas,increase the numbers of destroyer to North Korea rounding waters and send round-the-clock investigation satellites and so on.The Adjustments of Japan's national defense strategy owns many other important factors.The thesis mainly,under the guidance of Marxist theory,is in the use of international relations theory of realism,analysis of North Korean missile problem,the variables' influence to the adjustments of Japan's defense strategy and analysis of the purpose of the adjustments, further analyzing the adjustments' result—the "security dilemma" and exploring measures to resolve the dilemma,trying to have a rational understanding on the problem.
