Abstract/Summary:
The arms race between the North and South compelled North Korea to develop ballistic missiles. The United States can choose the policy options of either confrontation or compensation for halting the North Korean missile proliferation. However, reducing the economic aid may harm the weakest social groups in North Korea. The economic sanctions may not become an effective policy option due to North Korea's political and economic isolation. To strike against the North Korean nuclear and missile facilities may not terminate the missile proliferation. The compensation policy can be an alternative way to resolve the dispute. The U.S., Japan, and South Korea may create a set of comprehensive policy options to be regarded as compensation to North Korea, not to be regarded as bribing a rouge state under the stipulation that North Korea must halt its missile exports, dismantle its ballistic missiles, and retool its missile facilities for commercial purposes.
