Research On The Process Rebuiding Of The Procedure Of Visiting Abroad For Official Business In S Province

Through the earnest research and analysis on the achievements of the related domestic and foreign BPR and Process Management Theory and the cases in practice, the author has redefined the concepts of the BPR and process management and endowed BPR with new connotations. Based on the characteristics of the governmental organization, the author puts forward the concept of building the soft environment of"the expert consulting and service system"in accordance to"the process type"governmental organization operation pattern. In the rebuilding research on the procedure process of the overseas visit for the purpose of official business in S Province, the author, by means of the separation principle of TRIZ Theory, put forward the concentration check-in-advance system for the overseas visit for the purpose of the official business projects, as well as the plan to make the political investigation and passport procedure in advance. The author, making full use of the IT technology superiority, giving full play to the function of"the expert consulting and service system"to its highest extent, has realized the maximization of the achievements and efficiency from process, and made a beneficial exploration for building new pattern of"the process type"governmental organizations.
