The management system of mass organizations is comprised of formal and informal norms which governments supervised the mass organizations. It embodied the legal supervision system of mass organizations and the relationship between governments and mass organizations. The current management system of mass organizations over-emphasized the supervision of mass organizations by governments, and made against the development of mass organizations and the cultivation of civil society. Institution became the most important factor which restricted the normal exertion of mass organizations' function. In recent years, some local governments such as Shanghai, Shenzhen and Wenzhou have already carried on beneficial innovation to the management system, and promote the development of trade associations.Firstly, the author puts forward the path model for the innovation of management system of mass organizations after reviewing the practice of innovation pushed by some local governments. Secondly, based on the perspective of institutional change theory, this paper analyzes that the innovation was the institutional change of spread in the middle type pushed by local governments to break through the current institutional restriction, and then points out that the innovation was reasonable in practice but it also brought on the dilemma of institutional change. Finally, the author puts forward some legislative and policy suggestions for carrying out innovation of the management system of mass organizations.This thesis is composed of five parts.In the first part, through three aspects, such as the definition and type of mass organizations, the history of management system of mass organizations in China, the legal supervision system, character and limitation of the current management system of mass organizations, I mainly summarized the management system of mass organizations in our country.The second part concluded the character of different innovation patterns by making a comparison among the practice of Shanghai, Shenzhen, Guangdong, Wenzhou and Anshan governments, etc. In the third part, after introducing the definition and structure of institution , the content and process of institutional change and the institutional change of spread in the middle type, this paper not only analyzed the rationality of the institutional change of spread in the middle type in present stage of our country but also put forward the path model for the innovation of management system of mass organizations.Based on the perspective of institutional change theory, the fourth part refined the innovation practice of management system of mass organizations from six aspects of the paradox between superfluous institutional supply and incompetent supervision, the respective aims of central government and local government, the first action group ,the method and extent of innovation pushed by local government, the benefit of local government, institutional equilibrium and difficult dilemma of institutional change, etc. Finally, I confirmed that the institutional change was a type of spread in the middle .The fifth part provided some policy suggestions to perfect the future management system of mass organizations, such as categorized mass organization, unified the supervision department, reformed register system and perfected legal supervision system, etc.
