Innovation Study On The Party’s Mass Organizations Under The New Situation

The mass group cause is an important part of the party’s cause and the mass group work which has its tradition and strength itself is an important way to close the relationship between the party and the mass and to improve the construction of the party in our country.In the course of social development and reform in China during the past nearly hundred years,the mass group organizations actively adapt to the development and changes of the theme of the times with a relatively stable organization form and a continuous operation adjusting meaning which has basically realized the interests expression and maintenance of the linked groups and is an important political,economic and social development factor in China.However,with the deepening of the reform and opening,the work areas of the mass organization and the work objects have significantly changed which caused the traditional work mode hard to adapt to the development of the times and the attraction,the cohesion and the influence of the mass group are not as better as before.Although the party’s mass work has been constantly strengthened with the inheritance and innovation,there are still many places where are need to adapt to meet the demand of the new situation and mission.And to strengthen the research of the party’s mass work innovation under the new situation is not only good to rich and develop the Marx’s theory of mass which provides theoretical support for the exploration of strengthening the lead foundation but also good to meet the time demand of the party to the mass in the new situation,to promote the reform and innovation and keep pace with the times for the mass group and to promote the effective participation in the governance of modern social organization.Faced with unprecedented difficulties and tests,how to adapt to the continuously changing objective environment to realize the sustainable development has aroused the attention of all circles of society.In order to strengthen the guidance of the nationwide mass group work,in the February 2015,the CPC Central Committee issued 《Advice on strengthening and improving the party’s mass work》which is the reform program for the mass work in the new situation.Subsequently,the important leaders of the party and the state held a series of work conferences on promoting the reform of the mass groups and the local governments also quickly set off to study and implement the Party Central Committee’s instruction on the reforms of a series of mass group work ranging from the system design of the Party Central Committee to the local government’s pilot implementation which provides more favorable conditions for the rapid and healthy development of mass organizations.The scientific exploration on how to establish and adapt to China’s political system and economic development requirements,expressing and protecting the vital interests of the masses and highlighting its own characteristics of organization and operation mechanism to create a development model with Chinese characteristics constitute this paper.This paper is trying to systematically discuss path innovation to promote the party’s mass work under the new situation from the related theoretical basis and theoretical foundation of the mass group work,history review and experiences of the party’s mass work,the main existing problems and challenges of mass work of the party and the analysis of the problems of mass work of the party.First,the basic concept of the mass organization and the Marx doctrine theory is analyzed.The basic concept of the mass group organization of this research is defined by discriminating the political and the scientific concept.The mass group organization is further compared with other domestic organizations and foreign mass group organizations to clear the basic features,properties and functions of the mass group organization.In order to further hold the necessity and importance of the mass group affairs,based on the papers of classic authors,the theory evidence is explored from Marxism theory on the trade union work,communist Youth League work and women’s Federation work so as to provide supporting theories for the strength and innovation on the mass group work.Second,the historical process of party’s mass group is reviewed and the historical experience is summarized.The party’s mass work bears the relative historical mission in different periods,and its historical process follows the Chinese history.In this paper,the historical development of mass group work is reviewed from the revolutionary period,the socialist construction period and the reform and opening up period which reflects the change of history itself and the mission of mass work is also highlighted.Based on this,the party’s mass group work is summarized from six aspects including sticking the party’s leadership of the working group,sticking to the guidance of Scientific theory of Marx doctrine,paying high attention to the importance of mass group work to the party’s ruling position,strengthening the mass organizations construction,handling the relationship between mass organization and political value and social value and combining the mass group reform and development requirement of the time.Third,interpret the main problems exiting in the party’s mass work and its reasons.Under the new situation faced by the party’s mass group work,identify the time change of the internal and external environment,the service objects and the main leading body and the main problems of the mass group work and mass group organization including the weak of the basic work of the mass work organization,the imperfect of guarantee,the limited effective means and the administrative,official,aristocratic and entertaining inclination.Face with the reality issues and explore its reasons which includes the cognition lag on the party’s mass work environment,the ambiguity of the responsibility relation of party’s leadership and the mass group work,the unfit for the mass group organization position required by the change of the times and the incoordination of the operating mechanism of the mass group work.Last,the innovation path of strengthening the party’s mass and group work under the new situation is explored.Based on the holding of party’s mass group work,clearly strengthen the concept of innovation of party’s mass group work in three aspects which includes setting up the basic idea of adhering to the mass group work with Chinese characteristics,keeping on the political,advanced and mass development concept of party’s mass group work and exploring the idea of the relationship between the party and other organization from single to cooperative.The way to the innovation of the organization structure setting of party’s mass group work,innovation of operation modes of party’s mass group work and the innovation of protection mechanism of the party’s mass group work so as to promote party’s mass group work to fit with the change of the times in the innovation and reform and fulfill its own mission of the times with better is explored.Under the background of the modernization of state governance,party’s mass group organization is the base and support of relating the mass and launching the mass affairs.Exploring and innovating party’s mass group work is not only the inevitable requirement of the development of the times but also the internal force of the mass group organization so as to open the new pattern of the party’s mass group work.
