The development of regional networks portal is an important component of the E-government, and it is also a window for the government to provide electronic supervision and service to the society. Therefore, in the E-government, it is very important to put emphasis on the development of regional governmental networks and improve their designs, operation and management.With the building of e-government in China's rapid development, office automation software at all levels of government to promote a large number of applications, request a complete office automation software framework for the species to be efficient and flexible platform. Currently, a growing number of organizations use project management information system to manage their projects. The e-government portal building is a complex and systematic project with a reasonable way to organize information website, Construction of information into some ideas for a detailed needs analysis and theoretical analysis. In the process, we should pay attention to follow the relevant standards established special departments for the co-ordination, using the scientific method of classification of information, focus on the integration of information resources and services integration, give full play to a one-stop portal service functions.From the 20th century since the late 1990s, with the computer technology and the Internet's rapid development, engaged in project management research and practice of scholars and managers eyeing how to integrate project management, how to use IT to achieve more integrated management of the project, namely the development of Project Management Information System (PMIS).
