In recent years, the development of E-government in China has achievedgreat progress with the promulgation of Government Information PublicityRegulations in2008. However, the development of E-government generallyrelies on the traditional decentralization management, where resources invarious departments are intersected and the development of projects aremutually independent, so that lessons learned cannot be shared and performanceof projects are not visual.During the period of “the12th five-year plan” in the future, it is the newneed to accelerate the transformation of governmental functions andmanagement innovation based on E-government development for the historicaldevelopment. In order to solve the problem, how to improve the level ofE-government development and implement the project management ofE-government in a comprehensive and efficient way is an effective method tosolve the problem. In recent years, Chinese scholars have recognized theimportance of interdisciplinary project management theory in the developmentprocess of E-government. In2007, Interim Measures for National E-government Engineering Development Project Management has been promulgated as well.Nevertheless, the development mode of E-government project management isstill microcosmic, and projects are approved, invested and implemented one byone. An integrated planning is required. Therefore, to a great extent, InformationIsland and overlapping investment are still there. Around the world, there arealso the above-mentioned problems in some other countries whereE-government is well-developed. In order to solve these problems, a number oftargeted measures have been taken properly. And FEA model (Federal EnterpriseArchitecture) by United States Federal Government has performed well and it isalways recognized and highly praised in the industry.In this paper, firstly the problems in the development process of ChineseE-government have been discussed at the beginning. It is also analyzed based onsome relevant literatures about the project management of E-government athome and abroad. This paper coordinates these E-government projectmanagement theories and illustrates the architecture of FEA model in detail. Italso analyzes the feasibility of integrating the sub-model architecture with theoverall development process of E-government project theoretically.In addition it also enumerates some relatively successful cases in whichthe advanced project management theory have been introduced into thedevelopment of national E-government in United States, to explain that FEAmodel can solve the problems in the discursive electronic project management atpresent. And then the article discusses the wisdom of urban construction projectsin a city and the feasibility of combining FEA top-level architecture designtheory. Based on the above-motioned cases, it illustrates that the application ofthe FEA model run of the guidance of China’s e-government projectmanagement is necessary.In the end, it gives a detailed description about the application methods ofthis model in the process of project application, project approval, projectimplementation, and project measurement and evaluation. It emphasizes that theclassification of project business functions, setting the goals of projectperformance measurement and the establishment of sub-model are the keyissues.By abridging theory and practice, the article attempts to explore themethod of combining Chinese e-government top-level architecture design andproject management in order to solve the problems in the current e-governmentconstruction and promote rapid and efficient development of e-governmentconstruction in China.
