Research On Political Mobilization Of The Communist Party Of China (1949-2007)

In political practice, a mature ruling party and leader group can represent the social benefit to carry on the mobilization, according to society's development. As the unique politics governing way of Communist Party of China (Hereinafter referred to "CPC"), political mobilization not only has already brought achievements for social development, also has brought the experience for us. The CPC has realized the goal of polymerizing the power of lower social level, conforming politics resources, and strengthening itself through the political mobilization. Taken as the main method to govern, the political mobilization has been put into full utilization in a long period, and particularly has achieved the extreme in the Great Cultural Revolution. Afterward, with the side effect of the Great Cultural Revolution, the high-level of CPC carefully rescan the ruling pattern, and then the development of political mobilization marches into "miothermic period".The purpose of this article is to analyze the age background and characteristic of political mobilization in different periods after the founding of the nation; to prove the necessity of the existence of political mobilization; discuss how to inherit the political resources to reduces the side effects of political mobilization, and how to establish a new political superiority through new political mobilization under the new situation.Tacking the Marx dialectical materialism as the instruction, this article will research the process of political mobilization on the basis of our country's actual situation and accurate historical material, which is in the foundation of expounding the concept by using politics,sociology and correlating theories. This article elaborates how the political mobilization to keep pace with the times from following five aspects: Analyzing the relation between modernization and political mobilization; Uniting the political mobilization and interests of social members; Combining political mobilization with legal system; Maintaining the CPC and government's authority; and strengthening the community mobilization. As to research techniques, literature searching,historical analytic method,theory analytic method,and comparing with methodology will be used, which will make the research more scientific and comprehensive. So, this article will be of certain theory and practical significance.This article is composed of six parts: The first part, The introduction that demonstrates the domestic and foreigner's research situation,the research technique, and the research significance; The Second part, Theoretic analysis of political mobilization's, which is mainly to analyze the concept, the essential factor, the method and the function of political mobilization and the characteristic of CPC's mobilization; The Third part, The analysis of political mobilization from 1949 to 1976, including the different period and background, the necessity of political mobilization, as well as the political mobilization characteristic; The Fourth part, The analysis of political mobilization from 1977 to 1992, carrying on "speaks by the southern tour" as the case of personification power structure; The Fifth part, The analysis of political mobilization from 1993 to 2007, mainly analyzing political mobilization's change and manifestation form under social benefit multiplication, taking "The Three Represents" as the case; the last part, The demonstration of the necessity of political mobilization as ruling method under the new situation, and to analyze how to keep it with the time with combination of the negative effects of political mobilization.
