Studies On The Citizenization Of Peasant Workers

Development theory and international experiences showed that it is the ultimate way out of resolving the problem of peasant workers to realize the citizenization of most of them. But owing to the long-term barrier influence of the binary system of urban and rural areas and the accumulation of a variety of adverse elements resulted from the system barrier, peasant workers didn't realize citizenization, but became "marginal group" who drifted away between urban and rural areas. Studying on the citizenization of peasant workers and resolving the problem of making them merge into urban areas are of great realistic significance to promote the increase of national economy, plan the economic development of urban and rural areas as a whole, build new socialist rural areas, construct a comfortably-off society in an all-round way, implement scientific development outlook, defend social equality and justice and maintain social harmony and stability.The article were based on the review of study developments at home and abroad, analyzed the present situation and feasibility of the citizenization of peasant workers in our country, and that it is practicable to realize citizenization of peasant workers in our country. There is still a long way to go .It was based on the investigation of present situation of the citizenization of part of Hunan peasant workers, probed deeply into the key factors to affect the desire tendency of citizenization of peasant workers. The article applied the push and pulls theories to the analysis on obstacle elements of citizenization of peasant workers from internal and external aspects. The article put forward the countermeasures to realize the citizenization of peasant workers. We can take such measures to accelerate the process of citizenization of peasant workers as follows: promote the process of citizenization of peasant workers conscientiously through changing the management style of government, provide system security for the citizenization of peasant workers through promoting system innovation and dispelling system obstacles, attach importance to education and training and add to quality impetus for the citizenization of peasant workers, explore the effective approaches to increase the income of peasant workers and provide economic base for the citizenization of peasant workers, etc.
