Our Country Implements The Official Responsibility Mechanism The Present Situation And The Countermeasure Research

Asking the responsibility means that the responsibility pursue. It is a democracy of a constitutes the part. Official accountability system is the system that investigates the government officials' political responsibility and ethical responsibility if their words and deeds are improper or their behavior violate the will of the people, and it fully reflect the management principle that the power and the responsibility's reciprocity. Practically, a great deal of officials who either neglected their task or abused their power were brought under punishment due to the operation of this system; and all the officials were greatly shocked, and the traditional concept of "no offense means success" as an official were met with great challenge. Theoretically, a series of official accountability systems were established in all levels of government from the central to the locals, and a more systematic and democratic officials accountability system has been seen on the way of development.However, since the officials accountability system is still on its initial stage in China, as long as the officials' words and deeds are improper they must take the responsibility, which remedy the defect that our traditional political culture attach great importance to the legal responsibility but take no account of the political responsibility and ethical responsibility. It is from the angle body of the fulfillment now deep content of "the power is use by people, the feeling is a people the department, the benefit is strive for by people". During the construction of the accountability system of officials, many problems are exposed, such as its master, content isn't clear, the law isn't perfect, the processing isn't intact. Considering this situation, this thesis makes a comprehensive discuss on the theory of the system of accountability, introduces the system of accountability and its enlightenment in the western countries and Hong Kong, analyses the main problems and its reasons, put forward my own opinions about how to perfect it.
