Since the new century, along with the implementation of the administrative reform and construction of the responsibility government, the mechanism of the official responsibility has been sent up and has achieved much progress. In the mechanism of the official responsibility, the self-blame and resignation system has become a conspicuous new phenomenon in our country's political life. This is the inevitable demand of pushing forward democracy construction and carring out society equity, and it is also the inevitable claim which constucts a country under the rule of law. During recent years, some districts and sections promulgate conformities and laws about resign for self-blame, some officials did self-blame and resigned. On January 1, 2006 , at the first time "The law of civial servant" led into the concept of" resign for the self-blame", putting forward the requset of building up a public official's resign for the blame system. Being a norm law of public official's personal management, the putting forward of resign for the self-blame system let us come in sight of our party and government's confidence and energy to strengthen the ruling ability construction and perfect our country's personal management system during this period. Especially in the moral aspect, it puts forward the request that it converts into system to design.In the forergn countries, self-blame and resignation has become a routine way for the withdraw mechanism of civial servents. But recently, many countries don't have the related law articles on the self-blame and resignation system. In some sense, it much more like a kind of unwriten stipulation. Many countries'civial servent law only describe the system of dismiss, but don't contain description of the self-blame and resignation. In the abroad, it like a kind of unwriten usual practice. The forergners have a profound respect for the usual practice and the self-discipline. Unformal and unwriten are its institutional characteristic. But in our country, though it is put forward being a system, the obscure understanding on the core contents of the condition and time causes the influence on the operability. In the meantime, our country lacks the correspondent norm which is used to start the national procedure to provide the support for the system of resigning for the blame. The lack of norm influences the implement result. Therefore, there is necessity to analyze and discuss this system in detail.This paper mainly researches the origin, concept and theory basis of the self-blame system; through the analysis on the predicament of our country's implememtation and the discuss on the range, condition and the procedure of the application to confirm a kind of more operatable bylaw. Form the aspect of improving the exterior policy environment to piont out the idea of the way of improvement with the hope of giving self meagre force on this system.
