Study On The Provincial Intergovernmental Relations In The Regional Economic Development In China

Economic globalization and regional economic integration are two major tendencies in current worldwide economic development .Along with the reformation of the economic system, central government released partial authorities to local governments, which further increase provincial governments economic independency and autonomy,the relations between the local governments have been becoming closer, representing the trend from singularity to multiplicity, the fundamental motivation of which is the development of the regional economy. The closer connections between the regional economics have greatly promoted the competition and communication between local governments,which advanced the development of the relationship among provincial governments. However, due to the insufficient supply of relevant institutions by the imperfection of market economy, there are many problems in the development of the horizontal relations among provincial governments, which obstruct the development of the national economy and the social development. And the academic circle has given much attention regarding relationship among local governments, but landscape orientation research is still rare. Therefore to coordinate horizontal relationship, searching for governing pattern becomes effective methods in solving the problem is of active practical and theoretical significance.By applying the theory of transaction costs,network governance and social interaction, this thesis probes the into problems appeared in the development of horizontal interactive relations among provincial governments, and the causes, so as to the inevitability for further revising interactive relations among provincial governments and governance mechanism based on the methods include comparative study and literature research. The study of this thesis shows: First, in the development of the horizontal interactive relations among provincial governments, benign competition and cooperation bring out lots of positive effects; harmful competition and conflict caused serious passive influence. Second, the key of coordinating horizontal relations among provincial governments is to construct effective institutions,trusting mechanism and coordinating mechanism of benefits. Third, as a new mechanism of governance, network governance has superiority of lowering transaction cost and reducing marketing risk. Forth, governing practices overseas show that diversification of governance mechanism, good institutions circumstance, canonical restriction mechanism to government activity and expedite information communication mechanism are also necessary. Simultaneously, this indicate that network governance is not all-powerful, moreover, there are various elements to effect network operation. Only expediting function transition,organization revolution an change the old interactive relations, provincial governments can suit intense competition among regions.
