After independence, India established multiparty system. But owing to some historical reasons, India National Congress was at the helm of state during quite a long time .INC dominated political and economic power, other political parties were comparatively less effect on political situation. It seemed that the system didn't accord with multiparty system's public competitive and being in office by turns. Generally the system didn't result in INC's one-party system, but accelerated the development of political modernization, which consolidated the base of multiparty system. That is to say India's multiparty system arose from INC's one-party system. The paper primarily fixes attention on the effect of INC system of India's political modernization from five aspects, thus appraising India's INC one-party system properly.The main body of the paper is divided into five chapters. Chapter 1 deals with the meaning of, the reason for and the characteristics of INC system, chapter 2 deals that INC system is beneficial to India's conforming after independence, INC overcame a series of crisis arising from dividing, integrated state, realized unity of administrative areas. Chapter 3 deals with the historical effects of INC system on political democratization aspect. After independence, INC established parliamentary system and led India to the democratic process. Chapter 4 deals with deals with the effect of INC system on political modernization from India political secularization aspect. Chapter 5 deals with the defect of INC system. The system is apt to result in dictatorship, party division by faction, and corruption.At last, we can draw an objective conclusion: on one hand, the INC system has stimulated India's political modernization, accelerated the formation of a unified national state, and reinforced India's political democratization; on the other hand, there is some defect of the system. It is much like a two-edged sword. If not being applied properly, it may affect and even destroy political democratization. The later it was, the more obvious the defect exposed.
