Abstract/Summary:
Democratization wave is spectacular in today’s world. Hardendeavor of democratic transition began in many traditional statesunder the influence of democratic pressure within the external andinternal. Through political reform, some countries have madedemocratic development and consolidation, more are not, however.These countries were struggling in democratic torrent, experiencingdifficulties to control themselves, and ultimately became failure indemocratization, in addition to domestic order confusion. How tomake the latter modern countries realize stable development, as wellas deal with the turbulence and the risk in democratic process havebecome an important proposition in the study of political theorynowadays.Huntington pointed out the phenomenon that thelate-development countries had experienced the collapse of moderndemocracy in his discussion of the democratization wave in20century. Some scholars in our country also statistically pointed outthat only less than20in the more than100countries, which hadrealized democratic transition in the third wave, achieve stabletransformation and consolidation of democracy. In the21century, theso-called "color revolution" and "jasmine revolution" have happenedin the latter modern countries, many of the traditional form states wascompletely overturned overnight. In this sudden fractural type oftransformation, it is impossible to build perfect and efficient democratic order in short period. Instead, such democratizationbrings to the whole country much highly costs.Why the democratization processes are full of mutations and sofragile in the latter modern countries? Basing on the study oftheoretical analysis and cases, we found the crux of the problem liesin its lack of sufficient preparation of democratic transition, such aseconomic, social, political and cultural conditions! Then, in the faceof external and internal democratization pressure, how to maintainorder, as well as realize the stable democratic transition in thesecountries? The author regards state building as that way out. That isto build a whole structure, including institutional structure, socialstructure and cultural structure, which favorably responses todemocratic system.This article tries to analyze the role of that state and its functionin the process of democratization from the perspective of statebuilding, in order to realize political democracy transformationsteadily. The first chapter introduces the research background,research and writing ideas and innovation; the second chapter provesthe relation between state building and democratization, emphasizesthe difference in democratization between the latter modern countriesand the western countries, and points out the characteristics of lattermodern countries’ democratization; the third chapter analyzes thevarious problems and the reasons in the process of democratizationthrough the case of several country, and thus infers rational choice ofthe late-development countries to get rid of democratization plight is to focus on improving the basic elements of nation building activitiesof democratic generation, development and consolidation; the fourthchapter emphasizes the levels and steps of state building in lattermodern countries, including institutional arrangements, political andsocial structure, historical culture. It is noted that these so-calledbasic contents are not simple lists, but have the external layers andthe internal logic. Specific, institutional construction is the basic levelof nation building. No the perfection of democratic system, no thecarrier of democratic operation. But the function of democracy alsodepends on the reasonable balance of social structure. Otherwise,even a good system will become a mere formality as a result of thedifferentiation of social structure. Similarly, a reasonable socialstructure needs institutional arrangement and shaping. Finally, theoptimization and operation of political system and social structure arealso inseparable from the support of political culture. Good politicalculture may also be shaped by the fine system arrangement andstructure changing. Thereby, they are forming a relation of mixedmutual argument. The last chapter is discussion, trying to describe thepaths of state building and political transition and democraticpolitical construction of China based on the whole discussion.
