Current Situation And Countermeasures Of Grassroots Training In Agricultural Census Of W County

The times are changing,the functions of the government are gradually changing,and the working methods of grass-roots public departments are beginning to change in the new era.New technologies,new equipment and the core objectives of census tasks in the new era are changing and progressing,which makes the statistical training model at grass-roots level have to be updated and upgraded.Had to evolve and improve.In recent years,the topic of human resources management in the public sector of the government is gradually being paid attention to,and the training of grass-roots personnel in the public sector is the foundation to ensure the effectiveness of the government work.Faced with the endless problems and difficult situations in the census work,the author combines his own work experience and the direction of study and research to find and solve problems from the perspective of grass-roots training in the public sector,trying to start with the "foundation" link at the beginning of the census and find out the influence of the Census Bureau from the initial training work.Potential factors.Taking the grass-roots training of the third national agricultural census in W County as an example,this paper analyses the current situation and existing problems of grass-roots training of the census by means of document survey,questionnaire survey and interview,and conducts a census from the macro-perspective of the government and the perspective of human resource management training of public administration.Based on the problems existing in the grass-roots training system and the ideas of the new public management theory,this paper puts forward some countermeasures and suggestions on the basis of adult learning theory,Kirkpatrick’s four-level model and systematic training model.We will try our best to optimize the training links at the grass-roots level of our government and help solve the difficult situation of the government census work,thus playing an enlightening and referential role for all kinds of large-scale census grass-roots training work in the future.
