Democracy Management: The Only Way To Harmonious Village

The center of CCP has bring forward The strategic target of "construct socialistic new village" in the fifth of conference of the sixteen deputation convention , point out : " the construction of socialistic new village is important historic task in our modernization. We should follow the four request, production of development, ample life, civilized village ethos, neatness feature of village, democracy of management, insist to practice of every area, defer to the farmer's desire, promote the construction of socialistic new village in a steadily and well-knit way". The "twenty words request" of construction new village bring forward by The center of CCP. The democracy of management play a very important role, it is the political ensure to the construction of new village, it is also the political foundation to the other four request.To expand the basic-level democracy and to ensure villagers the right to directly practice democracy is the most important thing in promoting the construction of both material and spiritual civilization and establishing long-time peace and security in rural China. How to expand the basic-level democracy, it depend to the construction of democracy of management autonomy system is the core to the basic-lever democracy of rural area, but in our process of construction of democracy management. We should have the systemic viewpoint, to consummate our democracy management from the frame of new village, not focus to the one point or one surface. In the last analysis, what democracy management we should implement , must be benefit to production of development, ample life, civilized village ethos, neatness feature of village.Absolutely, my paper start in the viewpoint, first, discuss the socialistic harmonious society, socialistic new village and democracy management, as well as their relation. Whereafter, expatiate to legal and theoretical foundation of democracy management. At the third and fourth part, I discuss and analyse the problem of our construction of democracy, and make a deep analysis to its causation. At the last part of my paper, I bring forward countermeasure and suggestion to construction of democracy management.
