A Study On The Effective Level Of Villagers' Autonomy

Since entering the 21 st century, with the villagers committee as the carrier, the villagers’ autonomy has met many difficulties and problems in practice, went through the bottleneck period in the development. In recent years, there have successively appeared various realization forms of villagers’ autonomy under the village committee level in Hubei, Guangdong and Guangxi, some places took natural village and village as the unit to carry out the villagers’ autonomy, and have achieved better results, also drawn the great attention of central, as well as academic and theoretical cycle. In most cases, the delimiting of villiager’s autonomy unit in these places is based on the economic, social and cultural standard, such as villager’s interest relevance, cultural custom, residential distribution, etc. In 2014, it was clearly put forward in "Central First Document" that " in order to explore the effective realization form of villagers’ autonomy under different conditions, building pilot units in rural community and collective ownership of land in villagers group, thus the village self-governance experimental unit can be carried out based on the community and group of villagers." The presenting of this topic on trying to break the troubles met in villagers autonomy and central government exploring the effective form for realizing villager autonomy is the main topic basis of this paper. Compared with the traditional villagers’ autonomy, with incorporated village as autonomous unit, to promote "downward move of villagers self-governance" in Guangdong Qingyuan is an example, if the latest exploration of villagers self-governance in natural village or villagers group is carried out, what are its advantages and what kind of development disorder and prospect it will face are the main discussion and study theme of this paper on the basis of the field survey of the author. This paper is divided into four parts, in which the first second and third are the main body parts. The first section is the introduction, mainly introduces seven aspects. First, this part introduces the background, the purpose and significance of the topic. Second, explain the related concept in the paper. Third, describes the change of villagers’ autonomy level. Fourth, lists in the current administrative village level autonomy problem. Fifth, enumerate the possible ways to solve the problems. Sixth, introduces the research methods. Seventh, the innovation and shortcomings of this paper.The second section is the case study. Review and analysis the reform of villager autonomy in Qingyuan city level down, which mainly includes three aspects. First, introduces the innovation measures of villager autonomy in Qingyuan city level down. Second, summarize the effective exploration of the mode of villager autonomy level in Qingyuan. Third, review the reform achievements.On the basis of the second section, the third section analyzes the autonomy of villager level down problems from seven aspects of theory and reality, which include the legality of reform, the problems of the administrative cost, the problems of family control, Convergence problems of the current system, the treatment of village cadres, the problems of village collective assets disposal and farmers’ attitude to the issue of reform. The author puts forward the main points of this paper based on the analysis of the problem, namely the villager autonomy level should be set up to suit local conditions. The fourth section mainly summarizes the previous content and combs the major viewpoints and conclusions.
