The development of E-Government is a necessary strategic choice for each country to keep up with the global information progress. It is quite important for every government to improve the work efficiency and the service function which can help the governments enhance the national power. Although there is a lot of experience for Chinese government to learn, to a certain degree, there is some crisis in the E-government development of China. Some local governments invested huge number of money to the E-government project in a hurry which definitely couldn't bring a good result but a world of waste of human resources, material resources and financial resources. Social security is the basic of the national economy and the people's livelihood. It is a leap for the perfect of our national social security system to use the information technology, which has got much attention from governments of all levels. As a beginner, the E-government in social security should knoll the alarm bell duly. To make a full scientific impersonal evaluation can help the related department cut the comer.Based on the introduction of various global & national e-government evaluation index and the method of AHP etc, combined with the characteristics of social security, and ground on the thought of "Public is the core. Pay more attention to E-security and E-privacy and give prominence to service of information and transaction", this paper puts forward an evaluation index system including two parts of backend support and frontend realization. With this index, the author appraise the Social Security E-Government in Dalian the result of which proved the index industrial enough and with which the author puts forward the advices for the development and perfect of the Social Security E-Government in Dalian.
