Research On The Evaluation Of Social Security Incident Recovery And Reconstruction Ability In Inner Mongolia

In the 14th Five-Year Plan,it is proposed to enhance the emergency response capacity to respond to public emergencies.However,COVID-19 has led to a quiet change in the world order,with constant risks and challenges.Inner Mongolia is located in a multi-ethnic border area.Geopolitical and ethnic characteristics make social security events in Inner Mongolia have a great impact and great difficulty in governance.Based on the Inner Mongolia region,this paper evaluates and studies the restoration and reconstruction ability of social security incidents with far-reaching impact and great losses.The restoration and reconstruction ability is manifested in the rehabilitation and treatment after the occurrence of social security incidents and the prevention of future social security incidents,which is of greater importance.Restoration and reconstruction is a fundamental solution to social security incidents in emergency management.The evaluation and improvement of restoration and reconstruction capacity is of great significance to prevent and eliminate social security incidents.Based on the analysis of the general situation of social security incidents and the status quo of restoration and reconstruction work in Inner Mongolia,this paper constructs the evaluation index system of social security restoration and reconstruction ability through the methods of "Emergency Response Law",literature induction and expert interview,and evaluates the ability through G1 method and fuzzy comprehensive evaluation.Taking Inner Mongolia typical social security events "May 11,May 15" and Inner Mongolia "Bilingual Education Reform" for empirical research,comprehensively judging the restoration and reconstruction ability level of Inner Mongolia social security incidents,and drawing on the successful experience in the restoration and reconstruction of Xinjiang social security incidents,From the three dimensions of improving the ability of emergency assessment and planning,improving the short-term recovery ability and improving the long-term recovery and reconstruction ability,the following suggestions are put forward for the recovery and reconstruction ability of social security incidents of Inner Mongolia government departments: Further improve the planning system and assessment process,strengthen the investigation and disposal of social security incidents,speed up the recovery of production and life and strengthen the level of assistance to victims,strengthen public communication,strengthen risk source management,improve vulnerability,strengthen the carrying capacity of social security incidents,and enhance the ability of continuous improvement.
