Study On Distribution Justice Of Social Security Right In The Process Of Building A Harmonious Society

Reforming and improving social security system has attracted worldwide attention.At present, China is making efforts to build a harmonious socialist society,and improving social security system is a prominent manifestation of social harmony.Social security system aims to ensure social stability by means of distributing and redistributing national income, offering material help to inferior members through legislation, the core of which is social security rights'distribution. The state's political power and system, the ruling party's governing philosophy and the government's public policy have a direct or indirect impact on social security rights'distribution in its political perspective. Social security rights are not only integrated with common right's elements, but also contain such characteristics as publicity and equality, society and politics, material and service, which require the principle of justice must be adhered to during social security rights'being distributed. Through the comparison between theory of justice as fairness, theory of justice as right, distribution justice of radical equalitarianism, theory of equal resources, theory of equal ability and distributive justice of Marxism, I think, only when social security rights'distribution is suitable for social practice, upholds the principle of equal rights, attaches importance to well-deserved demand's impartial satisfaction, and advocates the principle of compensation justice, can we realize fair distribution of social security rights. Distribution justice's application to western welfare states proves that social security system can be divided into three basic modes: the'liberalism'mode mixed with freedom and equality; the'conservatism'mode including fairness and responsibility; the'social democracy'mode giving priority to equality and right. These models provide a useful reference to current social security's concept , system and its implementation in China. Realizing and maintaining social security system's distribution is prerequisite to achieving harmony among people,and protecting harmony between mankind and society. If the distribution of social security right is not impartial, social security system can not give full play to narrowing the gap between the rich and the poor,and resolving interest conflicts. Therefore,in the background of building a harmonious socialist society, China's social security system should be guided by the following principles:safeguarding distribution justice and protecting the citizen's social security right; making up for gaps and omissions left by initial distribution,and paying attention to aiding vulnerable groups;expanding the connotation of social security rights,and establishing the social security system of state,society and individuals'joint participation ; implementing the principle of tempering toughness and gentleness,enlarging the coverage of social insurance,pushing the development of social welfare facilities,and accelerating the improvement of public utilities and charities.
