Face to the economicrestructuring, social transformation and the government transition, "government'sresponse" should according to the need for social change and make precise positioning.Seeing from the practice of government's response, there are some obstacles exist.The government, citizens, civil society and the mechanism of government's response arethe most relevant factors.In light of these obstacles, which can be seen from three angles to strengthengovernment's response. These three perspectives are: the government perspective,citizens and civil society perspective and the carrier mechanism perspective.
