There is a long history of International Economic Sanctions being an instrument of a nation's foreign policies. With the substantial development of mutually international interconnection and interdependence in the realm of economy, some nations approach the trend of frequent taking International Economic Sanctions as a means of implementing their foreign policies in several decades. It showed that it had been an important measure for U. S. A., which can helpfully realize the nations' strategic goals by the symbol of advocate Economic Sanctions by President Wilson in 1919. The League of Nations, right founded in 1920, also accepted Economic Sanctions as an important instrument to keep the orders of international community.In 1945 the United Nations, the most universal and representative international organization in the world, founded based on careful reviewing and summarizing failures of the League of Nations. It inherited those reasonable of the League of Nations. However, it developed the League of Nations constructively. It critically adopted Economic Sanctions and creatively improved it according to the true-life of international Politics. There lays a steadily legal foundation for Economic Sanctions of the United Nations and there are extension environment and conditions of international politics and international economy for them. All these make it possible for Economic Sanctions of the United Nations and ensure them to run successfully. Up to now, the total cases of Economic Sanctions of the United Nations are only 21, 2 of which happened in the Cold War and the others after it, for the restraint by the United Nation's tenets and targets and the influence by other related factors. In more than 60 years, the United Nations imposes Economic Sanctions on these countries: Southern Rhodesia, South Africa, Iraq, Yugoslavia, Libya, Liberia, Somalia, Kampuchean, Haiti, Angola, Rwanda, Sudan, Sierra Leone, Ethiopia and Eritrea, Afghanistan, Congo, Cote d'ivoire, Lebanon, D. P. R. Korea and Iran. Not only seen from the terms of the United Nations' Charter, but also the practices of them, Economic Sanctions have already been the main means of the United Nations to fulfill its obligation and mission and have played an important role in the United Nations" tenets and targets as well.Under the complex circumstances of international politics, it is hard for the United Nations to break the limitations of it's Economic Sanctions, which are "inborn" or "acquired", although it always tries to make prompt modification on itself with time flowing so that it can manage to keep pace with any change of the world. But the true-life as it is, the United Nations is a political international-organization after all, however, it doesn't have enough power beyond any state-nation, so Economic Sanctions of the United Nations have to confront the difficulties and challenges brought by the None-government status of international community.
