The deepening of globalization has led to an increasing degree of financial interconnectedness in the international community,and the characteristics and advantages of the financial sanctions make them a further option to achieve objectives.In recent years,especially under the framework of the United Nations,the theory and practice of international law on financial sanctions have developed considerably.In this paper,the financial sanctions under the framework of the United Nations are the object of this research to clarify the importance and significance of them in the study of international law.In addition to the conclusion,the main section of this paper is divided into 3 chapters.Chapter 1: this Chapter clarifies the relevant concepts,emphasizing that sanctions in international law and the corresponding sanctions regime will develop and evolve as international law is refined.Financial sanctions are a branch of economic sanctions,but financial sanctions have the advantages and characteristics of being easier to implement,less costly,more powerful and harder to circumvent.On the basis of the above-mentioned definitions,this Chapter further summarizes and concludes that the financial sanctions under the United Nations framework are essentially multilateral "smart sanctions" and an important way for the Security Council to maintain international peace and security.This Chapter then analyses the legality,legitimacy and necessity of the financial sanctions under the framework of the United Nations.Chapter 2: using the Kadi case as an example,this Chapter analyses the current predicaments and difficulties encountered in the financial sanctions under the framework of the United Nations,and makes suggestions and recommendations for improving the sanctions in terms of decision-making,implementation and remedy system.The Chapter further provides other proposals that that may improve the financial sanctions imposed under the United Nations framework.The papers stresses that,despite certain shortcomings and potential problems with the financial sanctions imposed under the United Nations framework,they remain sanctions in international law that need to be improved.Chapter 3: through the analysis of the current international situation,this Chapter points out that China should advocate multilateral financial sanctions under the United Nations framework and oppose unilateral financial sanctions that violate international law.China should not only urge the resolution to comply with international law and promote the reform and development of financial sanctions,but also fulfil the obligations of Member States in accordance with Security Council resolutions.At the same time,China also needs to improve its domestic legislation to ensure that the implementation of financial sanctions imposed under the United Nations framework is based on the law.In recent years,the United States has disguised the targets of its own as targets of the United Nations sanctions in order to achieve diplomatic strategics and political objectives.China should be vigilant in identifying and distinguishing unilateral financial sanctions that are disguised in the multilateral framework of the United Nations.The conclusion part summarizes the main viewpoints and core ideas of this paper,and presents suggestions and proposals for researching and constructing measures and countermeasures to safeguard the interests of the country and the fairness and justice of the international community.
