The problem referring to labor standard has a long history. Nowadays the problem of the relationship between labor standard and trade has inspired intense debate among countries and international organizations. The developed countries have enforced different kinds of trade regulation on the product exported from developing countries. These regulations means a new trade barrier called blue trade barrier. Chinese main export is labor-assemble product which is the main target of blue trade barrier. If it that the labor standard tied to international trade becomes the international custom, China would subject to serious influence. So, it is significant to research the issue of blue trade barrier and strategy.This paper is divided into three parts. The first part, including chapter 1, makes a theoretical summarize for blue trade barrier. This part begins with the discussion of the kind of trade barrier, and then comes the elaboration of the history of blue trade barrier and it's background in the WTO multilateral negotiation. The second part, including chapter 2 and chapter 3, arranges the conventions related to the labor standard. Chapter 2 makes an overall introduction to the convention related to the labor standard including the convention of WTO, ILO, EU, and NAFTA. The third part, including chapter 4 and chapter 5, makes a tentative research on the strategy of the blue trade barrier. This part begins from the effect of the blue trade barrier on china, and then analyses the strategy from three subjects called government, enterprise and guild.The main achievement of this paper is strategy research. This paper discusses this issue from three aspect: firstly, when it comes to the government, the innovation lies in modifying the labor legislation, and improving the labor's skills; secondly, as to the enterprise, this paper suggests that when fulfilling all the requirement for the labor standard testifying the enterprise should apply for it in order to change the international unilateral judgments on Chinese labor standard. |
