The Factors Influencing Citizen's Behavior Intention To The General Portal Of E-Government

In order to carry out the principal of public service and build up a single units which provides electronically management and service to public, general portal of e-government, as an important part of e-government ,has been pushed positively by all countries. Despite the benefits of general portal of general portal of e-government - increased government accountability to citizens, greater public access to information, and a more efficient, cost-effective government, the success and acceptance of general portal of e-government are contingent upon citizens'willingness to adopt this innovation. Besides, the performance and use rate of our country's general portal of e-government is not good. In order to build"citizen-centered"general portal of e-government, it's necessary to study which factors affect people'intention to use general portal of e-government.Firstly, the paper reviews related fields studies conducted before and concludes that TAM(Technology Acceptance Model), DOI(Diffusion of Innovation) and the theory of trust have been used universally in the study of people's behavior intention to a new information technology. Secondly, the paper introduces the contents of the three theories mentioned above in detail. By combining the research results before on these three theories and the characters of the general portal of e-government, this study withdraws the useful influence factors in these three kinds of theories. Thirdly, this study does the further analysis and comparisons to the useful factors and puts forward a model named General portal of e-government Acceptance Model. The process and the method of the substantial evidence examination to the model are designed accordingly. Finally, some statistical analyses are conducted according to the data got from the investigation to the general portal of e-government of Harbin. The result indicates some basic characteristics of the user currently, and some main influence factors to people's behavior intention to the general portal of e-government of Harbin are found. Some suggestions are provided in order to direct the building of the general portal of e-government of Harbin.
