| The appearance of Metropolitan District results from the development of urbanization. The concept Metropolitan District comes from America. In some countries where urbanization develops faster than the others, Metropolitan District not only brings along the development of economy, but also boosts the whole course of urbanization. Recently, issue of the management of Metropolitan District has been focused in China. However, although Chinese scholars have done much research on it, there still has no universal understanding about the phrase Metropolitan District. In China the concept is regarded as administrative areas centering big cities.In this thesis, it is argued that the developments of China's Metropolitan Districts are very important for that of its social economy. Accordingly, China should take many metropolitan problems seriously, such as population, over-population, social administration, and many others, which may block its further development in urbanization.Regarding how to deal with these problems in the metropolitan areas, it is argued that government governance is a preferred way. So far, administration control is taken as the main way of city management in China. This is the obvious characters of Chinese administration of metropolitan areas. Contrarily, other countries such as the United States have tried to find different ways to solve such urban problems in the process of the development of their metropolitan areas. For example, the US government itself has had a plenty of reform and attempts to change the functions of government. Unfortunately, it seems that the reform of government cannot solve all of these problems in the metropolitan areas. Nevertheless, one of their experiences that may be used for reference by China is that keeping government, market, and society in good relationship and turning the management model from control to governance should be regarded as one of the major targets in administrative reform under the background of globalization and with the consideration of the more and more important parts of market and social system in social management. |
