The emergence of cities is an indication of the maturity and civilization as well as a high-grade form of the gregarious behavior of humanity. Meanwhile, the social problems brought on by cities have been perplexing humanity constantly. Crime in cities, especially criminal offense—a matter of serious concern, has become a most dangerous chronic illness. The rationalization and the relevant level of a city’s development both have close link which is such a complex one that can’t be drawn a inference through easy reasoning, with the criminal offence taking place in it. From the viewpoint of the modernization of a city, the progress of the development of a city should keep the same pace with its course of modernization. The ideal state of the development of a city shall be helpful to restrain and ultimately solve the criminal problems taking place in it. However, in the course of the development or modernization of cities, the city system in dynamic variation influences the criminal problems in many respects, resulting in restraint or encouragement, relief or aggravation on criminal offence. Especially, when a city develops to a certain scale, say, a super city, with the increase of the modernization level of center urban area, city criminal illness will gradually spread to the outer-ring, shifting to those suburban areas of lower modernization level. And the suburban areas gradually become the aggregating areas of crime. Therefore, it is a real problem worth studying in order to correctly estimate and grasp the state, features, causes and the possible influence on the society of the criminal offence in suburban areas in super cities and to solve the city crime that is becoming grimmer and grimmer.This thesis applies approaches of case study, demonstration study, comparison study, qualitative analysis and quantitative analysis. And it makes a systematic study on the criminal offence in the suburban areas of super cities in China, taking Jiading District, Shanghai as an example.This thesis is divided into five chapters. The introduction clears the meaning of the selected topic, study direction and the thinking of it. The first chapter defines the conception of city and crime and discusses the theoretical foundation from the perspective of Douglas McGregor’s XY Theory, Urban Clusters Theory and spatial character of crimes. The second chapter firstly makes an introduction on the state of criminal offence in Jiading District, Shanghai, and then discusses on the features of the criminal offence in the suburban areas of super cities. The third chapter estimates the future trends of the criminal offence in the suburban areas of super cities on the precondition of practice analysis. The fourth chapter, from the perspective of Quantitative analysis, analyses on the theory of public security assess, and provides a suggestion as an objective foundation for the government to have a clear picture of the state of the criminal offence and to make correct public decision.
