County—level government is the important part of political system. It is also the most significant local organization for political, economical and social management, with close relation to civilian's living and ecological environment.With the development of economic system and promotion of administration innovation, the innovation of government at the county level has become urgent. Thinking over the motivation methods, such as performance appraisal, supervision, encouragement and promotion, discussing effective and reasonable motivation factors and power mechanism has become the significant topic in governments at all levels and theory field. However, the research is difficult for civil servants to operate, lacking pertinent research for actual problems because of some reasons. It is also vacant in theory to study the motivation mechanism only from the county—level governments' perspective. This research will analyze the current situation and deficiency of power mechanism of county—level governments from government organization, civil servants and leadership perspective by using some academic tools. At the same time, it strives to establish the perfect power system of government at the county level.At first, this paper describes and reviews the motivation theories. Then, depending on county—level governments management and founding of investigation, it analyzes the current situation and future orientation of motivation from the three aspects. At last, this paper establishes motivation mechanism of county —level governments from four perspectives, that is, performance appraisal system based on the Scientific development concept, leader selection system based on achievement and public opinion, impartial and legal salary and welfare system, perfect and impartial regimentation.
