"Three-Third System" Regime And Construction Of Governing Capacity Of Chinese Communist Party

"The Three-third System"regime ia a mode adopted in the regime building by the Chinese Communist Party during the period of the War of Resistance against Japan until the early stage of China's War of Liberation.The author takes the mode base in the Anti-Japanese war-----Shan -ganning district as an example,which was the location of the Central Committee of the Chinese Communist Party at that time.The author inquires into the detailed relationship between the"Three-third System"regime and the governing capacity of the CPC,which was actually in power in Shan-ganning district from 1935-1947.First, the regime modes adopted by the CPC are the mode of the Soviet regime,the Anti-Japanese democratic regime, the"Three-third System"regime and its developing course which has proved eloquently that the CPC always has the character of keeping pace with time.Besides,the author makes a detailed introduction about the background of putting forward of the"Three-third System",its qualities,its operating system,its implementing policies,as well as the construction and implementing situation in Shan-ganning district are explored.In the author's opinion,during the construction of the"Three-third System"in Shan-ganning district,the CCP strengthened their democratic thinking and work-style construction, the CCP improved the comprehensive qualities of the working members of the Party, the CCP also improved the ability of cooperation in public affairs in the regime with the non- Party's personages,therefore ,they made the"Three-third System"be a great success,and at the same time the CCP improved its governing capability.Finally the author thinks that the CCP has accumulated rich experience in the capacity of construction to be in power,that is, the historical experience in democratic ruling,the historical experience in bringing forth new ideas in the policy and the historical experience in governing according to law.In a word,this profound experience,which had been accumulated by the CCP, is partial but valuable.It is of momentous significance to use for reference in devoting major efforts to strengthening the Party's governing capability.
