The Study On The Cadres Quality To The Party's Governing Capability Construction

The party's governing capability construction is a fundamental ruling party building.It is related to a major strategic issue between success or failure of China's socialist cause,the future destiny of the Chinese nation,the party's survival and stability of the state.Efforts to build a high-quality,able to take a leading role,and can withstand the test of storms cadres,is the key of the guarantee to consolidate the status of the Ruling party and enhance the Party's governance capability .At present,China is in the critical period of building a moderately prosperous society. The new international situation has undergone profound changes,the task of national modernization is more onerous,the interest is more complex,new situations and new problems emerging,science and technology is in the rapid development and the network is increasingly popular.All of this posed a severe challenge to the quality and ability of cadres.If leading cadres want to implement effective leadership,it must adapt to these new changes,constantly strengthen inclusiveness during the leadership process and make some effective changes on the leadership strategies,leadership decision-making,leadership thinking and leadership training, the development and utilization of leadership resources,etc.Only in this way can we continue to enhance the maintenance of social stability and the capacity for social integration.Objectively speaking, China's cadres are basically good, but there are a lot of quality and ability with the new situation and new tasks unsuited to the cadres.For example, some leading cadres and leadership ideological and theoretical level is not high,style is not correct, isolated from the people,corruption problem is serious.Their harm is well known.But even some leading cadres and leadership ability of science to judge the situation,control the market economy and ability to govern according to law is not strong,little ability to solve complex problems,grip,grasp good development opportunities.These "yung official " harm is hidden, deeper level, we must draw our attention.This paper argues that,in order to improve the quality of our cadres,we should use the leadership theory of Marxism as a guide,to learn and absorb some foreign power for a long big party,the old ruling party's experience and lessons learned.Starting from the the challenges and existing problems of construction of Leading Cadres,reforming of our education and training system, improve the mechanism for selecting and appointing cadres,improving the management and supervision of cadres,and improving the cultural infrastructure,and enhancing our overall quality of leadingcadres.The following specific measures are:Optimize the integration of training institutions, improving management of eaching staff;Improve the training system, innovative training methods;Improved style of study, improve the assessment mechanism of learning and training of cadres;Adhere to the moral integrity and ability to Germany for the first of the employment standards;Perfect competition mechanism, expand channels of selection and appointment;Respect for hard work,attention to grass-roots experience;Depth understanding of Cadres,improve heart-to-heart talk system;Post responsibility system reform and improve the exit mechanism of cadres;Emphasis on anti-corruption network, improve network monitoring system;Create a healthy cultural environment and atmosphere;Strengthen and improve ideological and political work.
